I had the same thought - I actually find it unfathomable as to why he didn't. Why in the world would you take a guy to a three match series like this one and not play him? In NZC comms on Sri Lanka tour announcement they mentioned McConchie's unavailability, so assume Foxcroft took McConchie's spot.Don't see the point of taking Foxcroft along and not giving him a game. But why would you take him on a 5-match tour and not play him once? These are not the days of taking people as injury cover. To me, you have an obligation a) of course, to win games but also b) grow talent and service a wider squad in terms of progression for the player and the ability to put out strong sides. Never has that been more important as teams/squads across formats are more varied and fluid. With Ravindra and Phillips now in top 7 batting spots and bowling part time spin, and McConchie as backup (although 32 years old, so only another 2-3 seasons) perhaps NZC don't have Foxcroft in their medium term team plans, so no need to give him game time.

Foxcroft is a top order batter, so Nicholls should have made way. Yes, Nicholls got runs before it rained, but he didn't in the first two and he is a guy that is going to be of little use to us in a World Cup cycle and really his international days should be at a close.
