You've brought this up before but I'm not sure based on what exactly. The obvious explanation is that different mods have responded to your tags differently since we haven't quite worked out a standard approach yet.

As a standard, I think tour threads can be unpinned as soon as the tour ends. If people are really keen on continuing to discuss about the tour, it will remain on the first page, be it pinned or not.

I've always waited until the thread dies down a bit before unstickying it rather than instantly doing so. Honestly this is the first I've ever seen anyone even complain about that.
