No not Plate Division.

Billion people don't play cricket. Talent pool is bigger but it is region centric & I am sure Indian HDI indicates that cricket is still pretty much a luxury sport played by few.
North East, North West & Eastern India don't think produce many players nor they have good infrastructure to play cricket.
As Indian HDI improves people will further move away from cricket to other sports.

One of those potential picks if we are looking at swing bowler specifically. Indians don't produce taller swing bowlers who bowl at good clip & hence we struggle in places like Eng and NZ.
Seam bowlers are easier to find in Ranji circuit.

Isn’t it the opposite. We’ve always had bowlers who could swing the ball and do a job in England. We struggled in Aus where we had no one that could make use of the bounce.

I remember we picked Pankaj Singh in England &, he was a seam bowler at best & wasn't impressive.
Only Bhuvi as genuine swing bowler comes to mind who did well.
Shami a out and out seam bowler who kinda beats the edge a lot with lesser success rate.
Siraj with his wobble seam variation does well as England is best suited place for that.

Indians since 2003 have done well in Australia except in 2012 when legendary Lord Vinay Kumar with his 125ks thunderbolts was getting wrecked by Warner.
Our struggles in NZ and Eng are well documented in fact. We have only won like 2 test in 4 decades in NZ.
