Peak Imran might disagree, plus he did it for longer...

Going back to Procter and putting it in modern terms. Having him in the side would be like having Stokes batting and catching, peak Andersons bowling and Moeens spin/wicket taking ability all rolled into one player.
Botham had the explosive batting, that could be match winning and the volume of hundreds to boot. A front line bowler, with again the production and match winning capabilities. That added to ATG catcher at 2nd.

He only played 7 Tests. If you're reaching a conclusion on his batting based on those 7 Tests then doing the same for his bowling would make him the best bowler ever.
So is conclusions on his bowling. Never bowled on dustbowls of India and Pakistan. Only bowled in seam friendly conditions in SAF or in counties. That is the exact reason I don't consider him in the elite group of fast bowlers like Imran or Hadlee.

Procter simply looks better because he did not suffer the inevitable dip in secondary skill productivity every all rounder has to contend with when they make the step up to tests. Hadlee looked like the perfect all rounder in county cricket and Procter's test stats look like a bowling all rounder's.
Ronnie Irani was a better batsman than Procter.

Not that I think we should put a guy without a real test career in the Imran/Hadlee class, but he did do well playing for Rhodesia in RSA domestic, which was not a spot for pace. IDK how much spin/pace he was bowling at the time. Might not be evidence of him being a top level domestic quick in spinny conditions, but the quality of his bowling matters more than the quality of his pace.
