I played a season in county 2nds and would say that first grade was generally better but had to factor in that not all county pros went 100% because they were playing so much and also used 2nds as practice
It was very different back then as grade was played over 2 Saturdays with very little Sunday cricket so everyone was keen & available so matches were competitive
