Even if bowling at a very good level for extra time somehow makes a player worse, why don't you degrade Allan Donald for his pre-1990 and post-2002 career when he was largely worse than Anderson, who was at least servicable? If some England bowler existed and averaged 24 from 2014 to the present without being good enough to play tests beforehand, would you rate that bowler as superior to Anderson even though Anderson has outperformed him over the same timespan?Sure but even if we agree he has been at ATG level for the last 10 years, his early career should degrade him to ATVG. In the first tier, there are only around 10 players. Sobers, Imran, Sachin, Hobbs, Marshall, Hadlee, etc.
In the second tier are the likes of Gavaskar, Chappell, Smith for now, O'Reilly, Akram, etc.
In the third tier are the likes of Ponting, Dravid, Miandad, Walsh, Cummins, Lindwall, Ashwin, Verity, etc
