The 5th bowler is almost always underused. Also, one reason I believe why there are no part timers in Indian squad is due to the 5 bowler policy. People like Jaiswal will be bowling couple of overs here and there to give breaks to the main bowlers and slowly gaining confidence to bowl at international level if not for this policy.
Why have a part timer when an actual bowling option can get wickets and keep runs down while giving a break to the other bowlers, depending on the game plan? Will never get this fascination with making the team weaker for no reason.

You haven't understood the premise and hence not getting the fascination.

I mean what is there to understand about generally worse bowling options getting a few more overs?
It is a decision between taking 5 bowlers or 7 batsmen. Taking 7 batsmen and getting a part timer out of those batsmen bowling a few overs strengthens the batting over taking 5 bowlers.
