Agar is better than Moeen. England's spin bowling is the weakest of anyone that has a shot at the semis imo.
Correct me if I'm wrong but you're comparing Aus no1 spinner against England's number 2. How would Agar stack up against Rashid?

he’s the 3rd highest wicket taker among spinners in odis since the last world cup despite bowling the least overs among the top 10 wicket taking spinners and has probably faced the toughest opposition in that top 10 list. in this time he has had match winning performances against NZ, England, Pakistan and India all of whom were top 5 in the last world cup

Rashid in the same time has a worse average, strike rate and economy. if you rate him over Zampa then you have barely watched either of them play
