Yes, that came out earlier in the year but I think the change is the expansion in possible teams (and that these might not be county sides). There was also talk about private investment.Based on a recent article in the telegraph it would appear that this 39(?, only 18 FC counties and 20 minors) county proposal is the first choice of the ecb chairman and chief exec. Whether it will eventually come to pass given the other vested interests involved remains guesswork at this point.
