Australia best bat > India best bat.
Australia second best bat > India second best bat.

and so on

Peer review is the #1 factor. It matters immensely in judging who stands where. It is what in combat sports is called "the locker room". It knows.

You could pretty much say that with Australia and almost every other test nation. Which is disturbing. Let's have a look since I have no life and I'm bored:

Aus vs Ind

Don > Sachin
Smith > Sunil
Ponting > Dravid
Chappell > Kohli
Border > Azhar

Aus vs Eng

Don > Hobbs
Smith >/= Hutton
Ponting = Hammond
Chappell > Sutcliffe (?)
Border < Barrington

WI

Don > Viv
Smith >/= Sobers
Ponting < Lara
Chappell > Headley (longevity)
Border = Walcott

I won't bother with the rest. So maybe it's not so unfair after all.

wot, Chappell is a better player than Headley because longevity?
I'd rate George higher myself but I think the consensus is that George didn't play enough tests to be ranked above some other atg who played significantly more.
