The reason for the criteria is simple, in the post WW2 era, less than 25 tests does not indicate a full career. For example, something I've always found weird is adding in players like Proctor who only had 1 series under their belt, and then using FC as back up for that, but FC cricket all across the world has almost always been several levels below international cricket post WW2.The criteria was set at “a minimum of 25 Tests in the time period”. Bradman therefore doesn’t qualify. The merit of the criteria could be disputed, but not Bradman’s absence from the list based on it.

Hutton did not make it into my top 30...the batsmen in there could not justifiably be left out for Hutton. Who knows, might be in the next batch.No Hutton either?

No it really isn’t. There’s a reason he’s nicknamed Clouderson.
