I literally have seen someone suggest Foakes as captain, but I can't remember where it was or if it was serious...

I threw it in a few days ago as a left-field possibility on the bases that (1) he's unquestionably worth his place as a keeper (2) he won't score many fewer runs than Buttler and (3) he has captaincy experience at Surrey whilst Burns has been playing for England. I wasn't strongly arguing his case, but he's a possibility if Root decides that he's had enough.

He's not. Seriously he's a terrible captain. For the short term, Stokes should be captain imo. And for the long-term, just identify the best captain in county cricket and get them into the XI. Root would be an adequate vice captain

My main worry about Stokes is whether we should be handing the England captaincy to a guy who's just missed a couple of series due to mental health issues.
