Depends. The ICC doesn't sanction for slow over-rates if the fielding team bowls out the batting team in less than 60 overs (that innings gets omitted from calculations completely). So if it's the case of a lot of wickets falling and as a result a quick game then no one gets penalised. But if one side utterly dominates the other, the losing team might still be found guilty of bowling their overs slowly (as England were).Over rate penalty seems meaningless if Test gets over in 3.5 days
that's why the calculation is done as an average across all 5 days and both inningsmy half baked thought is that it seems a bit silly to expect the same amount of overs on all days of the match when we know that spinners are typically expected to bowl the least over the first part of the match.
