Greatness comes in many colors. Sunil Gavaskar and Kapil Dev very much in discussion there and it very much comes down to personal preference. I would go with Kapil (just my opinion) as I am heavily biased towards my childhood hero and strongly believe cricket would not have been same in India without the 1983 World Cup victory.

I don't care about the Gavaskar > Sachin opinion, he wasn't a better batsman than Sachin, he didn't have the gears Sachin had, he sucked ass in the ODI format for the majority of his career and he wasn't quite loved as much by the people either. Kapil I could understand, Gavaskar I have no idea exactly what makes him better.
