Khawaja now averages more in ODIs than he does in Tests

This is a huge factor in keeping him batting high too. From memory, he was out on the slap to spin more than half of his outs the past summer so I'd say the idea that he allegedly nutted this particular issue on a couple of highways in the UAE is questionable at best. I really don't think he should be considered for anything other than opener. His strike rotation, at least at the start of his innings, still frankly sucks in this format, and he's not the sort of guy who can really make up for it deep by going large either. The only way he can avoid getting bogged down at the start is by getting a few boundaries away in the PowerPlay and then building on innings on top of that, which is the main reason he's been more successful opening in this format IMO. Generally not having to face spin from the start helps too.
At any batting position lower than 2 I'd take Marsh ahead of him any day of the week, and if I had to move someone down to get Warner in then I'd move Finch.
