It is shocking to think that Moeen bats at 3 for his county and averages almost 40. Honestly, anything above 7 is too high for Moeen and anything above 5 is too high for Bairstow, neither of whom are test class bats

why is he not playing test cricket?

why is he not playing test cricket?
His ODI average is very flattering even to his OD skills really (he averages just 38 when you exclude Zimbabwe, at a meagre strike rate for the era he's played in of 78), as is evident from the fact that he doesn't always get picked there. I think he's actually in their Asia Cup squad but he hasn't played an ODI for over two years, with Pandey, Karthik, Jadhav, Raina and Rahane all preferred in that time. He missed one series recently after being selected because he failed some sort of fitness test, but mostly he just doesn't get selected even for ODIs because he's not rated.

Combine that with the fact that his technique is er, unorthodox to put it kindly, and the fact that his First Class record pales in comparison to some of the other contenders, and he's not really on the Test radar at all.

Presuming he is out twice in the match Cook needs to score 121 runs to end his career with an average of 45. Be nice if he could manage that.
