I think there are two reason for that. One is that he's South Africa's best bowler across all formats, so there's the obvious desire to play him in everything.Why the hell he is playing in these silly T20's I don't know.

He played 5 Tests in Pak/SL/WI and took 6 wickets at an average of over 90. Andy Roberts took 32 wickets in a single series in India.
Michael Holding came in the second half of the 70s but damn he was good.
I am curious as to why no one has mentioned Bob Willis. He wasn’t the greatest but I think he deserves at least a mention.

For a second I thought you were talking about Patrick Patterson of the West Indies.
He is by far SA best bowler across formats but that last T20 ege was a joke. They were already on the plane. He is a bowler that needs game time; but playing him in just about everything is just foolish. I don't think there is a quota problem at the LO's level, as you say, we keep blooding new blood like Ngidi, Dala and with Andile in the team all the time quota should not be a problem there..I think there are two reason for that. The other is the thing which unfortunately is a part of South African team selection i.e. quotas. He has had to play a lot of cricket since his debut simply because there weren't a lot of black players who were able to command a regular spot. Hopefully, now that Ngidi has come onto the scene, Rabada's workload will be reduced (although obviously they need to be careful about not overplaying Ngidi either), and Dala can potentially be used as another alternative to meet the criteria, even if it's just in T20s for now.
He was already picked up for $650 000 this last year, after getting a convenient tight back/shoulder he had to pull out following the Aus series.... he has no problems getting an IPL contract he does not need to play the pointless international T20's.Of course, Rabada would want to excel in T20s. If he proves himself as good bowler in the T20 format, the chances of him being picked for good money at the IPL increases. Mitchell Starc salary was around $1.5 million this IPL. Who wouldn’t like to get paid that much money for two months work? He plays for a few years and he is settled for life.
Late 70s had a couple of WI bowlers plus 80s players starting out. Early 70s had Lillee, plus the RSA guys, although they didn't play after 70. 60s and 50s had a few, although it might have been a bit threadbare in the late 60s. Might have been a time before or soon after WW2 where we saw something like Mcgrath/Steyn. We've flipped though in the last few years. We had some top quality bats a few years ago and almost no bowling. We might be a bit lacking in ATG bowlers at the moment, but we have a ton of very good ones.Haha so basically there's one fast bowler that can claim to be truly great recently and not many bats who can do that either (i.e not just home bullies). I guess fielding is better.. oh wait.

Fact - he wasn't fit at all and the sample size is too small. Did well enough at the SCG and on flat decks when fit.Opinion:

Facts:
1)Out of 355 wickets, Lillee picked only 28 wickets outside Aus/Eng.
2)In the 5 Tests he played in Pak/SL/WI, he picked 6 wickets at an average of over 90.
Lillee cannot be called as the best bowler of the 70s.
Ashwin is the fastest to achieve 300 wickets. But he cannot be called as great bowler yet. His average in Asian pitches is 23 while his average outside Asia is 42.
That's a bit like saying that there weren't many decent openers in the 20s if you ignore Hobbs and Sutcliffe.Well the 80s only really had Hadlee and Imran if you discount the West Indies.
