Quotas.

Importing a wicket keeper means one less bowling or batting import option - or an allrounder who does both well. Quotas make it more difficult for keepers who aren't leading international batsmen in their own right.

And if you mean the IPL - India has a tonne of servicable glovemen who bat very well. Which just makes hiring an import keeper rather myopic if not foolish unless the player is the best batsman available.

So all the Dads out there fostering the T20 stars talent of tomorrow - keep them away from the gloves as long as you can. That's for FC and Club Senior batsmen not good enough to get into FC/ intl cricket with just batting ability these days.
