Based on what?
He gets bounce at really good pace and hurries blokes even on slow decks and with good control while doing a bit with it. He’s basically got everything a potential great bowler should have.

Yeah these guys mentioned definitely have it in them to bowl 90+ for an effort ball, or even for a couple of overs in a really fired up spell, but they're not there consistently over after over, spell after spell. I think only Lee, Akhtar and Johnson have really been that sort of fast in Test cricket throughout my cricket-watching life. Tait did it in domestic FC cricket if that counts, and a bunch of bowlers do it in limited overs cricket when they know they only have to bowl 10 or 4 overs, but in Tests guys like Cummins, Steyn, Starc, Bond, Sami etc just have/had that speed as a change-up weapon rather than a consistent pace.

But my point was there hasnt been one in 13 overs if the first morning of an ashes where they would be intimidating us with the speed

Are you sure on Starc?

Unless I'm remembering his ODI feats thinking he'd done it in whites.
