Do they? It's generally considered one of the worst periods in Raw's history, isn't it? Smackdown was consistently better and drawing better ratings too. So HHH doesn't even have the old 'It's ok because I was drawing so that justifies everything'. Guy was a complete failure in the role. He was an amazing heel in 99/2000, but it had a lot to do with the fact that he was facing Rock/Austin/Mankind at the time who were all at their peak. After they left he was lame.That period for the WWE, for the RAW side of things anyway, was pretty turgid.
People pine for the glory days of Evolution, and don't get me wrong Evolution were cool and all and there were some great moments involving them, but people tend to forget that RAW was absolute dross for much of that period, and HHH has to carry the can for the majority of that.
He's going a long way to make up for that these days with the work he has done/is doing with NXT and so on. But fmd during that period the bloke was an absolute ass.

The Evolution era was when Raw took the ratings back and never let them go again. I don't think Smackdown took the ratings off of raw at all after 2003, 2004 and 2005 were some of Rawls best years IMO. Smackdown was at its best 2002-2003.
