Yep. If I remember rightly, the ECB used to hand out incentives if a side fielded a certain number of U23 players to try and promote more youth through the systems. That was about 6 or 7 seasons ago however.Let's be honest and say that all the counties look after their own interests. Hampshire are no different in that respect, they just have a bit more money than most at the moment. Ideally from an England perspective the Kolpak players would be spread out over the counties.
None of the teams are really thinking about England when they are going about their day to day business. It's why the ECB have to incentivise to make wickets that turn, and selecting English players.

Not true. He would have probably played a few games at the first part of the season, and a few at the end, which tends to be the case with England regulars.What Stokes chooses to do is nothing to do with Durham. He's not employed by them and they don't pay him a penny. Even if he doesn't go to the IPL, it is exceedingly unlikely he'd play county cricket in the interim.
As for criticising people for wanting to maximise their earning potential in what is a short career, I think you need to wake up and smell the coffee...
