The proposal that teams in each division are mandated to play a number of tests against each other is the real positive aspect of the two tier system. Doing it because you don't want teams from the lower tier to play the bigger teams at all is piss poor.

I think a India-Bangladesh 3 match series in Bangladesh right now, while still being 3-0 would be a bit more competitive.
