Because the hawkeye system doesn't have a "played a shot" input, it's up to the third umpire to take that into account himself.
I remember an Irish batsman in the 2011 World Cup being given the benefit of the doubt because the umpire wasn't sure if it was bat first, the 3rd umpire gave the batsman out despite him being hit outside the line because although there was doubt as to whether he'd hit it first, he apparently wasn't playing a shot.

I don't get why impact is umpire's call at all. There's absolutely no predicitve element at all, no possible area of doubt. You're tracking a known event and being hit in line is an either or state. Either a batsman has been hit in line or he hasn't.
There's doubt because the point of impact has to be picked by some guy looking frame-by-frame and basically inferring which is the actual point of impact. Pads are soft objects, remember, the ball can deviate off its original line as it "sinks into" them.

They literally just showed a table about how every decade since the 80s has had roughly the same over rate, then inexplicably used it to complain about modern over rates!

Then they talk about the 'great west indies 4-man attack', one attack that lasted for a handful of years, to represent AN ENTIRE 20 ****ING YEARS OF WORLD CRICKET. And said how they were superior in over rate terms even when the numbers they JUST SAW showed over rates to be about the same. All this with no acknowledgement of vastly increased scoring rates in that time. Do these people rally wan to go back to the 1960s? Really? When any spinner would bowl 15 maidens a day and one in three matches was a draw?

Just a big excuse to get all sneering and superior about a topic no one cares about with no basis in actual fact.

With the number of times that this gets talked about, it's incredible how factors such as DRS, umpires checking for no balls after dismissals, and just poor ground administration and management of sight screen area are never ever mentioned. It's always the fielding captains fault.

All those things are taken into account, which is why they get given extra time to make up at the end of play with no fine.

Yeah JB is one of the best middle order bats in the world today. I do cringe when he explains how to keep wicket to Ian Ward or someone before play starts though as you just know he's gonna put down a couple of chances, its a shame as you can see he's really putting in a lot of work.
