Because the hawkeye system doesn't have a "played a shot" input, it's up to the third umpire to take that into account himself.

I don't get why impact is umpire's call at all. There's absolutely no predicitve element at all, no possible area of doubt. You're tracking a known event and being hit in line is an either or state. Either a batsman has been hit in line or he hasn't.
