Nah, they only revise the overs when it actually looks like they're going to get out there.We begin losing overs only after an hour's play is lost. In case the match is not completed today we have a reserve day tomorrow with play resuming from where it stops
so if we don't say get any play in today will that mean NZ will come into bat tomorrow and will play only 20 overs ? ..they should ideally have restarted fresh tomorrow

Yes, that's my point. Catching up on run-rate shouldn't matter so much. If you can see off the first 5 in a 50 over match you're on your way. You don't have that luxury in a 38 over match.Your point is 5/38 > 5/50 yes?
It's just not that big of a difference to matter.. Having to chase 7/over for just 38 overs trumps that.
