I think it would be fair to say that none of the great Pak bowlers would have anywhere near as good a reputation without them have making conditions a bit more favourable. Its so easy to do, most people get away with it and its been done since day dot, so why not allow it. A better system would be one where bowlers could rough up the ball how they wanted, with umpires being able to change the ball if it gets silly.
Anything beats this change the ball every 10 overs because you're unable to get much assistance later on bull****.

If a complaint is given that maybe the punishment should be more severe it is something they should be able to look into it. If it is deemed to be a serious offense on a certain scale then the criteria for punishment should be changed in the future.
For now it is merely a slap on the wrist because maybe the punishment does not have to be that severe.
