Possibly. In the Ashes though, I don't think one can afford to not bowl him. He's a pretty good bowler.
Maybe it's to do with how England play him but anytime I watch Watson bowl in the Ashes I'm always amazed he manages to take wickets against anyone.

Then you watch him bowl to Asian teams and he slips into God mode and wins Tests with cheap 5fors.

And the batsman never gets the chance to have a free hit? I know there isn't time to change your shot on a no ball call against the quicks, but you certainly can against the spinners.

It would be a major rule change.
How many spinners bowl no balls really?

Hardly a major rule - I've been advocating it for years (along with earpieces linking the umpires to the stump mics)
