AFAIK the agreement was a compromise between England, who wanted it for everything, and India, who I'm not sure wanted it at all.

Hm, not sure about that. I think England's stance was "Full UDRS = best, but any UDRS > no UDRS" and India's was "no ball tracking!" - in which case it's easy to see how it all unfolded.
