Edit: Actually I think the 14 is a big hint, and that each of those 14 players is the youngest to debut in the 14 decades of test cricket.

Other way around then, are the 14 players the first players born in each decade to debut? i.e. Amir first player born in the 1990s to play test cricket, Raza the first in the 1980s to play test cricket, etc.

I wondered about that - wasn't 1976 Viv Richards' annus mirabilus for total runs in a year? Although it wouldn't be more than 30 years if this bloke broke the record in 2006.

Was broken by Yousuf in 2006 so could be..
