You've just indirectly answered your question. Gul is inconsistent at the best of times so his bowling varies greatly, and he's generally far more penetrative in one day cricket than Test cricket anyway.

He's been sending down some crap but it's really not his type of pitch at all. It's probably the last thing he wanted to be served up to him; he needs a bit of pace and/or bounce to be effective because his natural length is just a fraction short.

Gul has always been pretty inconsistent with his speed IMO. I've seen him operate at this pace before, particularly in Tests.

Yes I agree. On a pitch like this he's the fifth best bowler in their lineup at best. Have the spinners operate and occasionally use Wahab to take advantage of the epic flukiness he brings whenever he has the pill.
