Quite clearly Franchises don't want to bet on Pakistani players because of the uncertainty around political relations between India and Pakistan. You don't know when they refuse/ are not allowed to play in India. Also under the circumstances, "paying huge" for Pakistani players to play in India may attract negative PRs and thus affect sponsorships.
