Quite clearly Franchises don't want to bet on Pakistani players because of the uncertainty around political relations between India and Pakistan. You don't know when they refuse/ are not allowed to play in India. Also under the circumstances, "paying huge" for Pakistani players to play in India may attract negative PRs and thus affect sponsorships. Especially after 26/11.

That one is clearly surprising. I think the top orders of almost all teams are kind of fixed now. It might be a weak excuse but that's the only I can find.
That's the excuse I would use for Haddin as well. All the teams either already have international keepers, use part timers, or Indian domestic keepers.
