The explanation I've heard is that he struggles with moving on it - since he has so little experience playing on it, exiting early at the French and preferring hard court tournaments to clay whenever possible.

His footwork is still pretty crap on clay (specifically sliding)

That said, Tipsarević is a tough draw. Has beaten Roddick at Wimbledon, no mean feat. He keeps ranking low due to idiotic defeats to lowly seeded players.
