My Openion:
If ICC Plans for the 14 Team 2011 WC, then it has to change the WCL Qualifiers to Div 1 & Creat a new tournament where top 6 from 2009 Div 1 (Now Qualifiers) to 2010 Wc Qualifiers (Newly Created Tournament) to face bottom two of the full memebrs (Example: Bangladesh & Zimbabwe) then the top 6 from that will qualify for the 2011 World Cup...

Format:

2009 WCL DIV 1 in UAE (Ireland, Kenya, Scotland, Netherlands, Namibia & UAE) >>> play in New format >>> 2010 Wc Qualifiers in India (Bangladesh, Zimbabwe, Kenya, Ireland, Scotland, Netherlands, Namibia, UAE) >>> 2011 CWC in India (May the best team be selected )...

I think the Associates are being made the sacpegoats for the ICC/ WICB's onability to organise a fun and relevant World Cup.

14 is a ridiculous number for any tournament.
