the ICC are failing in their duties to cricket.

This has been going on too long.

The ICC are not going to do anything. They don't care. Like Henry says, they fine players for having logos on their bats and they confiscate people's drinks if they aren't made by their financial backers, but a country's most successful sport is dying right in front of everyone, and they can't (actually I think it's more a case of won't) do anything. They are a useless bunch of bureaucratic nonentities, fiddling whilst Rome burns.

If Chingoka and Bvute remain in power for six more months Zimbabwe Cricket will have imploded and it will be finished. There will be no plausible option save to take the test and ODI status away from them.

The view of the ICC is clear. If the political power in a specific country objects to a match vs Zimbabwe, its not on. Else they are not going to intervene.

When countries cannot make statements against Zimbabwe, why should cricket go out of the way to make statements?

But that would require votes of the test playing nations in the ICC board. Who themselves are not doing it obviously. It would be worth appreciating if cricket as a body did it. If they do not, its some thing we can feel sad about but home political powers and international community are more to blame than the ICC in general.

And yes, there are definitely nation representatives that share this culpability.

All it says is that the ICC is incompetent, but very happy with their incompetence. Yes, they're not making excuses for the way they've acted, but they are trying to excuse themselves from doing anything about it. The world is watching and quite simply, the ICC has fallen short.
