Division 1 must be made up from the top 6 from season 1 plus the promoted teams.

Division 2 could be the 2 demoted teams plus the next 4 division 2 teams leaving room for the two strongest looking newcomers.

Division 3 could be the bottom 2 sides from division 2 plus the other 6 new teams.

Just an idea.
