I'd assume that part of the difference also has to do with WI not playing against the minnows of their time ie SL.
Their averages in the 80s against each opponent were:
v Aus: WI 34.66 (19 matches)
v Eng: Aus 34.30 (32), WI 37.21 (24)
v Ind: Aus 36.91 (9), WI 34.84 (19)
v NZ: Aus 29.54 (16), WI 31.44 (10)
v PK: Aus 33.47 (17), WI 21.96 (10)
v SL: Aus 51.26 (4)
v WI: Aus 24.15 (19)

Davo, Waqar and Donald desperately close and unlucky to miss out, with honourable mentions for Holding, Garner, Walsh, Anderson, Cummins (but definitely not Anderson Cummins) and – if I am including him – Fred Spofforth.
