I have seen bowl-outs used in matches other than Twenty20s before, and there's been stipulation in the rules of several tournaments for their use too. One - the T2IBS thread - was related purely to bashing it; the other was related to trying to influence avatar challenges, which once again, could quite easily have just been put in a continuation of the normal avatar-challenge thread. I wrote that second post with the first in mind... specifically saying I'd come close, but not close enough for the cigar.
