Tendulkar, only just, in the 90s especially mid-late 90s and early 2000s he was phenomenal

However between 2002-2006 his ability to play under pressure (wi test series 2001, aus in Ind 04, Vs pak 05, Vs eng 06, more and many odi series, tournaments) was questioned which he also had his injury

Tendulkar scored in many odi tournament finals, world cups, test series, man of the series in aus 99/00, his 169 Vs sa, 145 Vs steyn, 100 Vs eng chasing 380, almost pulled off Vs pak, more)

Tendulkar easy. The man just had a knack for pulling some of the most selfish and team-sabotaging innings out of nowhere. Pretty incredible actually

Across all formats, who would you say was the more clutch batter?
If across formats surely it is SRT easily. Border had a terrible ODI record which was absolutely abysmal in World Cups - 452 runs in 25 matches @ 18.83.

Apart from getting Gatting out reverse sweeping in the 87 final what did Border do in ODIs?
