I agree that VB isn't anything compared to what C++ can do in terms of powerful features but VB.net is pretty strong enough. Also if one wants to make a good looking game without much emphasis on the match engine then she/he should use VB.

Do you have to pay to get Visual Basic/C++? If not which websites are they available from?

For Visual Basic yes. You can buy it from any good store or web site. Shall I name a few?

For C++ it depends upon the company. Borland Turbo C++ isn't free, Dev C++ is.
