Wobble bowlers are just the ones who aren't technically sound enough to keep the seam upright.

They probably discovered it around the same time but Clark was the one it usually gets traced to.

Again, that wasn't a serious comment.
Coming to Broad, I never felt that Broad was intentionally bowling those wobblers. And it's pretty clear that he wasn't skilled enough to keep the seam upright (even his stock inswingers wobbled all the way through)
And also, look at his non-bowling arm fall to the side, that action is straight out of under 19 women's cricket.
