Yes, but it's because everyone is playing faster. If batsmen played at a similar SR as before, the avg difference would be way higher just because of ease of batting now.It's ofcourse been way faster but the avg difference between it and 96 has been like 2 runs.

I think the value of SR is getting underrated here quite a lot. It's just as important as avg is in ODI cricket. The avgs appear similar today because everyone is taking more risk and playing faster. Not because of ease of batting conditions.
