The thing about the bowling analogy is that you still have the same number of fielders and the same amount of opportunities to bowl at the opposition whereas if a batsman can't have a runner then that team is penalised and only has to lose 9 wickets to be bowled out.
And the "they should just hit fours" theory is a tad harsh as it would also mean that the other bloke could also only score boundaries. Seems somewhat draconian and against the spirit of the game far more than someone batting with a runner.
