Points per runs scored question

A small question in regards to runs and points.

If a batsman scored 15 runs does he score 3 points or 0 points?

I know the scoring chart mentions that scoring rate - only batsman scoring 15+ runs, does that mean that for each set of 5 runs after scoring 15 = 1 point

so

20 runs = 1 point
or
20 runs = 3 points
