Hmm, WI was pretty strong imo. Not quite as much as 2000s Australia but comparable to SA.

Their batting had weakened quite a bit by the time Marshall became a regular.

Excluding Marshall and Steyn, their bowling was also way stronger than RSA. RSA were very meh for the first half of Steyn's career. WI had a ton of greats and very good bowlers.
