Because despite batting aggressively, he's limited in where he scores with proper shots.

I mean, Ashley Giles has a better FC record.

Anderson, to me, always seems to know his role when he's batting with a batsman, or someone who is in, but when it's with a Finn or the number 10 is just in as well, he takes a license to play his shots.
