Why so few? I can understand why they are crap at the international level but surely they must have guys who are much better than the rest in their own country.

I think they just generally have ****ty spin friendly wickets. Basically 70% of the guys who make it to international level bowl spin frontline for their domestic team. It's meant that Bangladesh has a plethora of serviceable spinners, none besides Shakib who are truly world class, and nothing else at all.
