Probably because there is very little bounce or carry, and England play spinners like they're sending down live grenades.

With two review, you might end up wasting the one but then treat your second one more carefully. But with just one available, its extremely difficult to take the call whether to review or not. It might lead to actual wrong decisions being accepted.
