Clearly a very talented lad, no doubt about it. The kind of player who when you watch you can just tell there is something about him.

The reaction from the German media has been interesting though. Quite a lot of outlets saying how he's actually massively over-hyped and Dortmund have made the deal of the century in managing to get rid for such a high price.

I've watched maybe 5 Dortmund games this year so take it with a grain but he's been **** every time I've seen him this year. Barely playing and looking off the pace. As has Weigl.

From what I have seen he looks very raw/green. But there is just something about him that suggests he has something different to a lot of other players for mine, though I can't really explain what it is.

You're missing the most important point: Pulisic is very young and very, very good. Everyone wanted him. It's a great signing.
I believe Liverpool wanted him, but valued him at around 40 million pounds, whilst Dortmund wanted 60 million. Perhaps he will end up good but such a big fee seems premature for a substitute.

He's sort of in a dip in the hype cycle, having the obligatory bad season that ~all breakout teenagers go through. The reaction reminds me of when Citeh announced they were signing Sterling. Buying fast, agile, technical 20-year-olds with a ton of top-level experience is hardly ever a mistake.

I don't know if they've overpaid. I don't even know how much they've paid, the details of the deal aren't public.

Liverpool to attempt to play on the counter, but this goes wrong within twenty minutes when City actually score. Then all hell breaks loose with goals from both sides, eventually with City winning.

I think Liverpool will win. They're playing far, far better than Citeh at the moment.
Tbh part of my prediction is based on wishful thinking.

All indicators are pointing to the fact that Liverpool have a great chance. Just hoping today is one of the days City really hit a purple patch out of nowhere. Seems improbable, but at home with the fans behind them hopefully they'll be able to get it done.

I hope City win, would like the title race to go on for a bit longer.
It shows how much things seem to have turned around given people were probably saying the opposite earlier in the season.

Edit: I'm about to go past the Liverpool training ground on a double decker bus which could be interesting.

City are (rightly) a shorter price than Liverpool. They're at home which seems to have become a very underrated advantage. That said, they do look too short for me; the prices are roughly in line with what they would be if two evenly matched sides met. As Uppercut says, Liverpool have played a lot better in recent weeks.

For Dortmund it's a good fee to pick up because his contract only had 18 months left but it's hard to see it as anything other than a good buy for Chelsea. Willian and Pedro are getting old so he'll be useful on the right hand side even if Hazard stays.

More generally I don't really think fans are in a position to assess value for money, especially for players like Pulisic with potentially large but highly uncertain commercial potential (which is an unequivocal positive but somehow always translates to doubts about someone's ability as a player). Whether he's worth £40m or £60m is a complicated, deeply uncertain and extremely boring question. That's especially true for clubs like Chelsea where all of the budget constraints are soft, so overspending on a player just means Abramovich is very, very slightly less rich. Better to just look at whether the player is or will be good enough to make an impact on the pitch.
