Yeah this I think is definitely the case. Once it’s upstairs it’s like everything is on the table and umpires sometimes do send them when it seems obvious.I'm fine with an umpire review but it's been abused far too often, in fact (on field) umpires try to hide their incompetence at times through this! I've seen instances where the umpire reviews upstairs to check a fair catch, even if it's clearly caught, & they check IIRC for ultra edge as well as LBW in those cases.
